Compared to other countries, they took action when needed... by closing chinese borders; then european borders. And they are now asking everybody to stay at home while the russian gov maintains all salaries...

I live in France: The gov has kept our borders opened (until now) and didn't cancel any flight coming from china at the beginning of the epidemia...

Here, nobody has masks (even doctors, and some of them died). After a lot of criticism, they gave our doctors some 10 years old masks with mold on them...

People were asked to stay at home, but at the same time, to go to work... and as the confinement is not complete, new people get sick everyday. It ruins our economy without saving lives...

Russia decided to suspend it's economy for its people. India did the same (by the cops even beating with a staff, those who do not respect the confinement measures).

The usually "poor" countries protect their citizens, and the "rich" country, filled with corrupted politicians, care only about money.
