This sounds pretty sketchy to me. It seems like if I bought a $100 item and tried to dispute it, you would know a way to win the dispute and scam me out of $100.

It can work like OP said if he sends the money to a 3rd paypal, and then u dispute it, the second account goes -100 and op keeps the 100$ on his 3rd account, pretty time consuming and there are factors like paypal limiting you and so on.
