edit, tried giving him vcc and a free paypal for inconveiance. user wants $25 refund even though he paid 19.40$ x)

He was given 48 hours to give the VCC or refund. He clearly is online on IM and not idle but ignores my messages.

Due to the current situation with the virus, maybe let him provide you with a proper VCC ? If he fails to provide that, he will pay you back half of what was promised?
