Need a very basic website made (JS coding)

I'm trying to to do this for as cheap as I can,I was told this is simple to do.

I need a website that is pretty much just a button.

You press the button and text will show up for you to copy (text from a .txt file)

Once they press the button the text that shows up will be delete from the text doc.

When you press the button again it should give you the next line in the text doc (top line since it deletes every line it outputs)

I would also like a third party like a mod to overlook the files/code to make sure nothing malicious is in it before payment.
