I test this with an alt set to the same region as main account. No VPN active during purchase or when gift was received. It told me locked for my region. I tried logging out, turning on VPN, logging in, and adding gift to library - same error. not accessible. What did I do wrong?

You had to have vpn activated.
Otherwise it wont work.

Interesting question. Before buying those games, take a look on their store page.
As far as I remember, games that are region/language restricted make it very clear in their store page.

A friend of mine uses Steam Library Sharing, He logs both the accounts into his PC and shares games from the discounted account to the other.
In case of anything happening, his main account would stay safe.

Doing this trick I consider to be greyhat, you are exploiting the system but not robbing anyone from money. you are paying for the game/dlc.

Charging back g 2 a is something I consider as stealing and in my opinion no less than scamming others onsite or any other community.
You are harming another person's life by doing this & could potentially cause him to close shop because of this.

I buy games from different regions all the time then change regions.
The games stay, they don't get removed.

If you are buying in USD for a skin, it will be the same equal value of the skin in any other currency.

The only thing I have noticed changing is that you won't be able to use your Credit Card to buy Steam Balance. (since details won't match your credit card)
However, you can always use Gift cards disregarding of their currency, Steam gift cards work worldwide (as far as I know & tried myself)

No. Steam has rules that you can ONLY change your region once every week (or it once a month? Not sure)
That's why I suggest you pick a region & stick with it for a long time.

As long as the giftcard is Global, you can claim it in any region and the currency will be converted.

so If your card is locked to your region, make sure to claim it before converting
