> Dump your current textures by making a folder in %appdata%\.minecraft\resourcepacks
> Go in Game, go to Settings > Texture Packs, and double click the folder you made.
> Go back to your folder and find bow_pulling_0/1/2.png and bow_standby.png in ~\resourcepacks\assets\minecraft\textures\items
> Right click this and navigate to Open With > paint.net
> In paint.net, select all (Ctrl + A) and click Adjustments > Transparency, and decrease that by -40 or something
