i have been doing this since auric cells got released and still 0 ban lol (on my main). i literally dont think steam cares if anyone does this.

people use not only for in game shop, but in steam in general. its pretty safe and easy to do. usually you get 60 to 90% discount on most games and in-game stuff

there is no bans for getting games/dlcs/auric cells cheaper, i have done that since like 2015-16 too and no issues, once you changed your steam region, there is like 1-2 week cooldown and then you can change back to your own region, you will play on your own region servers when you turn off the vpn, but i guess some games are region locked (idk if thats a thing anymore)

It's against Steam ToS but nobody has been banned for it. But make sure to unlink your credit card and add balance with gift keys, because Steam could blacklist it
