Your inventory (so called MARKET file) its where game takes info about which chars are unlocked for your account
Full profile storing info mainly about game items/addons/offerings/char Prestige levels/and few special cosmetics like L3 and P3.

Currently theres no public permanent method to add something to your Market file.
You can only "hotswap" ur original Market file with your local tampered version of it...
But as i said this method is temporary and needs to be done each time u start the game.

I followed the steps but for some reason, though most characters change the twins and Elodie's level, perks, and items don't change. Anyone know what I might be doing wrong?

well its prolly cuz u found market file that was posted here before those characters been released in a game...i dont suppose u can edit .json urself lookin at the post u wrote
what i wud do if i were u i wud look this forum for newer market file it is here..u just have to look.

No. Level, Devontion and Shards are stored separately

lol u know this translates to roughly 50,000 HRs played
fun fact if u played this game moment it been released till today nonstop you cud only have 35,500Hrs played.

This Devotion get spotted by devs pretty much it's a insta rip.

You can remove shards by fiddlers /withdraw Sync request same as BP
But u cant change devotion...
