Funds will usually "arrive" at the receiver almost instantly. However, it doesn't mean he owns it. He can 100% send the funds he just received, but again, him sending it doesn't mean he owns it. If he does this, he has double spent. The double spent will get rejected. For you to own the funds, it needs to be confirmed.

I got an alert on the transaction page with this title: Transaction invalid: some outputs that it attempts to spend have been already spent or are no longer valid.
