Do COD Points Transfer From Region To Region

So I heard the way to get cheaper COD Points is to change region and purchase them on an Argentina Server since 5,000 COD Points is like $18.00 USD. If I�m to purchase them via those servers would it transfer back to the NA Servers or no and if not what�s the tactic/way to purchase them that way. Thanks for any help!

Must be a fresh ARS account to use properly, it is PC only for the CP but whatever you buy with that CP is cross-platform. You cannot change your current NA region on Bnet; hence the need for a fresh account.

Brazil is prob the cheapest country to get CP for a cheap price, 13k is around 58€ or something, does anyone know if there is a cheaper way?
