Never. China deployed it to regain control over Hong Kong. They live in a communist country so they can keep that under lock and key. Meanwhile the rest of the world is acting like what is happening isn't happening. I imagine what will reinforce this idea is seeing some action over Taiwan.

Edit: To clarify, it would probably pass after widespread vaccine usage. I don't think most people will comply tho. Retards won't wear masks (MY BODY MY CHOICE!)
