    I bought some vcc 10 days ago from user. Paid him 1000+.
    He never sent me the vcc i payed for
    He ignores me for hours then says he will send within 24 hours (this has happened everyday for the past 10 days)
    He said he will send refund on Monday (2 days ago)
    Now he said yesterday that in 24 hours
    24 passed and he's ignoring me again after I waited another 12 hours.

    Got his contact from another “scam report” thread against him. Confirmed on IM that we were talking on tele and he confirmed on IM

    UPDATE:

    -Within 20 hours from the initiation of this scam report, he replies to me for the first time since days.
    - I sent him the $1000+ 10 days ago.
    -Before sending the money I ASKED him when was he able to send the vcc ( He said "usually within 24 hours but since I'm flying within 48 hours" ).
    - He never delivered within that time, waited for over a week until he then admitted he had no balance to send me the card.
    - He agreed to refund me 7 days ago..
    - We had agreed 7 days ago that he was going to refund me what I payed him since he "he had availability" to generate the card.
    - Today, he rather forcefully sent me one vcc. I rejected to take the vcc from him and I have not attempted to use it since I never accepted it.
    - Btw, the vcc that he sent me was for $800 while I payed him for a $850.
    - Tried to explain to me how "he doesn't refund unless he can deliver"
    - Now he's denying the refund we had agreed 7 days ago.

    The reason why I have denied such an offer is because
    a) I didn't receive the vcc within the 48 hours as he initially said; rather, he forcefully sent me one today (for the wrong amount).
    b) He has failed to convince me why the next vcc he provides won't have this issue again.
    c) I don't want to make a scam report for every single time when I need him to reply. Moreover, he only replied to me once every 18 hours and just sent me the card after he saw this report.
    d) there is another scam report against him already opened for the same service.
    d) I can't expect any further help from him after this scuffle. He never really replied because he was "out of the country".
    e) I just don't want to deal with a person who is so "busy" that he can't promise any customer service in spite of his huge fees.
