Special cars in garage and vehicle upgrades with low RP

The aim: Bypass forbidden cars in garage (cop cars etc) and bypass of the rank/races required to upgrade vehicles, turbos etc
I want to level up RP as i go, instead of just boosting it up drawing attention, while being able to keep the cars upgraded to max.
Try as i may, i cannot get to addresses that can make the game think the car im driving is in the whitelist to go in the garage.
And as far as the car upgrades go, im very tempted to boost myself to 100+RP and be done with this mess, but im wondering if anyone has got ideas on how to install the locked upgrades.
Im mostly a novice in cheatengine, can do some injection and AOB injections, pointerscans, but not much more.
