Yes, enemy / team will see your ELITE and weapon skins
But some weapon skins might not working
So I can guarantee for ELITE set, u can flex with that (ofc u need MVP at the end of the round xD)

And after i am done disabling cloud save after i put the file in do i re-enable the cloud save or never enable it?

i think u shouldn't re-enable cloud sync

No, this save file only gives you elite skins, weapon skins
If you seek for operator, you have to use a cheat xD

And no, you don't need to re-enable your cloud sync
Just keep it disabled
