Either your system 32 folder, or the folder where your hacks are located

Put them in the Combat Arms folder, and in C:Windows/System32, and C:Windows/SysWOW64

Here is the d3dx9_42.dll : Download Missing d3dx9_43.dll - d3dx9.net | d3dx9.dll…download it and then extract the downloaded zip file to the system32 folder which is located in windows folder (that is located in your main drive which contains the installed windows)
