Technically yes since that's pretty much what you do for other games that have private servers.
For the games you've used for the examples, you're main issue would actually be replicating server side support rather than the game client itself.
Hi all, i'm a noob in this topic but i wanted to ask, if would be possible to make private servers with reverse engineering in games that dont allow the private servers....
For example games like call of duty cw or destiny 2 ..... if someone reverse and make a new cracked client that redirect to private server instead officials, can be done? thanks

Yes lol, how do you think private servers are made in the first place? Almost every private server is made based on the findings of reverse engineering the game client and other traffic capture & analysis. There are a few games that have their official server files leaked, but for the most part private servers are just emulated.
