CompassRadarUpdateTime???

I'm asking a little help with the compass. The update time is stuck to 4 even though the info says it's 0.01 - 60. I tried to change it in the console and in cfg but in the game it's always 4 and the cfg is re-written with the default value 4. Even setting the cfg "read only" doesn't help. Why is that? Does it need hacking to unlock it? If, then how it should be done?

it's not hard if you know how to do it.
0xF3FC3C0 <- this is the offset for steam
0xF3FC8C8 <- this is the offset for plutonium

Set it as a float, range is 0.0099999998 - 60.0, the lower the number, the faster it updates

I don't have any kind of experience about such things which is why I ask help. Can you give me some step by step information.

PS: I have the game downloaded via Steam but I use CodWaWmp.exe that is extracted from 1.7 patch which can be run outside Steam.
