Is Skin Color mod allowed ?

Hey, all is in the text, I want to know if Skin Color mod are allowed ?
And can other people see the skin when I use my weapon ?
Another question: When people report me, it's my account who was been reported or my adress IP ? Can I be IP ban ? Because I hack in a 2nd account only, and in my real account I play normally. Thanks a lot

No, skin color mods are not allowed cause everyone's using them
Yea, they can see it, that's why people use them
No you cant be IP banned, that why it says "Your IP has been blocked" when you hack too much and get caught
