I just relized the only reason were not getting 100% Accuracy is because the No-Recoil, doesn't keep the corss-hair closed, Its not because the timers don't tick fast enough its because the timers are freezing Some-what correct values, If you Hold "W" and move forward while using a No Spread\Recoil, your crosshair closes, its almost like the game calls the values only when you move & Shoot..
