I need a new OS

Well I posted here because I need a OS that works best for CA hacking, and ca in general. Well thats pretty much it. I got a virus and now my computer refuses to start. I would like one thats most hacks work on..and that most tools work on considering I am a developer to..Thank you! Just Post your recomendation, and why.

Windows 7 x64 = Usually works with all hacks and above 2gb RAM.

My old system was windows vista 64 sp3 w/ 8gigs of ram..but it just crashed I looked inside the case, and the errors and it seems I am having a disk error so I figured I would just buy a new hard drive, and OS.

So by the sound of it what should I get because im pretty sure my computer can hold Windows 7 Ultimate..but I don't want to spend all that money if I don't have to..but I also don't want to lagg alot or crash.
