need help with black screen still

I even sent in a gamersfirst ticket and tehy didnt answer me... i have the updated files i reinstalled i tried the technical issues 4.5 nothings working. its really annoying. black screen with just the news box. no login button no close button on the news box. its all there cause if i hover over where it usually is it beeps like it always does when i hover over a button if oyu know what i mean. i dont know what to do! its so frustrating please help someone

This is should be problem with your Graphics Card..

-.net framework (3.5 or higher)
-Video card Welcome to NVIDIA - World Leader in Visual Computing Technologies
-Directx (9.0 or higher)

why we need net framework?
what it does??
