I think he might be talking about combat arms hacks (coding them)
i reckon when you have the sources infront of you and u know abit of C++ u can go far,
but for instance if u go to the AVA section and code a hack there its easier cas no1 released a hack for a while on AVA.
so in short, i think coding is harder.

coding is much more difficult, modding takes "skill" but u dont have to study for years to get good at it

I Dont Know Nothing bout modding but from my experience coding, coding would seem harder then just change colors of a gun or sumthin..

but i could be wrong , most minion come form the modding section

but i would say being a pro coder is way more rewarding than being a pro modder
