Custom map, no airdrop skins

My quetion is:

Is possible I make, or download a custom map, and upload using console or something a custom multiplayer map?

i do beleave not because mw2 doesent have Download Ability (no one can download your mod)
and there is no programs known to MAN!!! that can do it
my folow buddy that ownes a great cod 4 server and he dones all of his mod coundt do it, so no one cans, so you need to use original map and add stuff on it like carepacages and other stuff.

wat? CoD4 released mod tools including a map maker. And I have seen custom maps in this game, but I cant find out where they are getting it from.

and btw i never saw a costume map i only saw a edit map

u can make ur own custom maps and give it to urs friends then can u play with ur friends on the map

You can't MAKE call of duty maps. You can do something like placing cares around a designated area.
It's pretty much GSC Modding you're looking at i think.

Idk im pretty sure I have seen some full on maps somewhere. I remember seeing a lot of cp's yes, but I could swear it was a different map altogether.
