How easy is it to recover your own account?

I'm planning to trade for a new runescape account.

the problem is, i've never done it before, and i'm just a bit confused about how easy it would be for the user to recover the account....
say you have all your old details e.g. date the account was created, billing info, postcode
would it be quite easy to get your account back?

Not really if you set new recovery questions and a new email.
