Actually it does, it warn players that this account just have a name change. Your account will be 'new' but your status on the old name will not change.

No it doesn't, it just slap a sticker saying, "PERSON CHANGED NAME"

Which mean you're 'clean' but at the same time, you'll be dirty if someone found out your old name.
