Well when it's clearly you were Hardcore-Hacking (f.e. OPKing), I wouldn't be too sure about 'Your fine'.
Ban reports are there for a reason, VAC does the main thing but still...

Doesnt matter. Valve openly states, that regardless of their evidence, they will NOT ban you. And what power does Treyarch over you steam account? Because if you dont sign into the literal game, then treyarch really has no way of banning you in the first place. The report button is probably left over from the console version, which is all anyone is concerned with anymore.

But then why does the Report Button exist?

haven't been banned jet so i think the report shit you can see in the menu its probably a fake or to scam peoples that using hacks

well in that case report button would be totally BS. Guys can report, even someone isnt cheating etc. That would be just stupid. Thought BO has theatre mode....
