Is there any way you can get your account back if your account was banned due to chargebacks?

Several people have told me just to give the money back, but it does not let me even sign in.

Its like, when you buy NX from a phone or something or paypal, and then you call them and tell them you never did it and you wanna cancel it, they'll do it, and SOMEHOW nexon bans them the next day, yet they can't ban hackers like that
