Basically lagging yourself.
You disconnect and connect to your internet(usually with a hotkey), to run around the corner and shoot some dudes, then connect back.

I never used one, but that's how to use it...

Disconnects and Reconnects you to the internet? I believe... So you can kill people without them killing you i.e(Disconnect go kill somebody, reconnect)

Man, tapping is the shit. Greatest reason why? Cuz when you get caught "hacking" and an admin wants to see your Files to see if anythings "funny" looking. They can't catch you! lol it pisses 'em off so bad.
