Combat Arms Wont come on!

Hi, I recently bought my friends laptop its the Acer Extenza 4420, with vista OS, I downloaded Ca a few days before the recent update, then i downloaded the update and now its not opening.
On top of the error box it says:

CD3D_Shell::BuildDeviceLis....

inside the pop up box that appears four times it says this:

[GetDeviceCaps()failed!]

Any help would be appreciated.

Did you update the drivers, runtimes, try disabling any AV and running as an admin?

You need to update your graphics/chipset drivers and get the newest version of direct X installed. Also, make sure your laptop's chipset supports TNL.

(The chipset is: "ATI M690G chipset")
