Get Vac Unbanned&&???

Hi,
i just discovered that when i try to connect on vac secured server (cuz im banned in css source) the console tell me that the Vac_shield file is missing in this path
c/:Program files/steam/ressource

Plz, if someone witch is not banned could post me his folder, i could find a way to bypass it. Ill give new of my search, for sure.

Im pretty sure you cant get unbanned from VAC if you got banned permanently because it happened to me once.
