The border is 2 thick, the white vignette should be removed, but the rest is good. Nice job.
NOTE: In my opinion, make lager sigs, like with 400x150 (as i said, my sugestion, as its the usual sig size, but there is no need if u dont want to).

Good job on it. Now get to blending that sucker in with the background. About the black bars, make them stand out more. If you're gonna make an effect, go all the way. And bevels rarely work because they're too subtle, they just look like obnoxiously large borders. The white fuzzy border's also a no-no pretty much all the time.
And like gamer4evere said, work rectangular. I personally go a little bigger, with 500x200 for more space.

Gamer whats the 'white vignette'?and can someone gime a tut. on how to blend a backround like how Remorse said?
When he says white vignette, he's fancy talking about what I called a fuzzy border, the white thing around the edges.
And blending is about how you get a render (in this case your gasmask ninjadude or whatever) into the sig. You kinda just plopped him down there and gave him a white glow around his head and elbow. The idea is to somehow blend him in to the sig, to make him look like he belongs there and that the background matches him, and not like he was just copy-pasted into the scene. It's not like you use a tut for this, it's pretty much one of the main parts of making a sig - think up how you want to do it. It's often done with c4d's and fractals, though. Look at gamer4evere's sigs for an example of doing this badly.
Basically, you want to make the render a seamless part of the sig, not stick out like a sore thumb.

No, do whatever you need to do to get it into the background. C4Ds/fractals and brushing in tandem make a render fit in well. There are, however, some other crazy things you can do, especially with some of GIMP's more esoteric filters.
