Lagging In Combat Arms with this Specs?

A friend of mine already build his computer. Here are the specs:













Windows 7 64 Bits up to date
He got already all the maintenance programs such as Advanced System Care PRo, CCleaner, Game Booster which is not necessary this days because the computer is brand new and was build by a professional so there's no mistake at all on installing the parts.

He send me these pictures. He is very mad and he is raging because with that computer hi is getting only 40 FPS which is ridiculous.

I know about settings and everything but I have no idea why he is getting that low amount of FPS.

My computer is cheaper and is not even Quad Core and my video card is built it to the motherboard and I get up to 60 FPS which is okay for me.

What you think is happening with his computer?

Its pretty weird tho
