This is what I would do.

First, I would create a test. This test is only taken by men once they turn 18. It test their strength, durability, speed, and knowledge. There are 3 score levels.

If you get the first level, you are killed immediately.
If you get the second level, you are allowed to live, but you are unable to partake in anything the third levels do. You may donate sperm to a sperm bank.
If you get the third level, you are a free man. You may do as you please.

There will be a similar test for women. Women will not be allowed to vote or work like men, as they are needed to raise the children (I trust women raising children more than men, but the child needs someone to raise them).

The economy will be a socialist one, and the government will be an aristocracy. The economy will (very slowly) shift into a capitalist one, but the government will stay the same.

Owning a gun will be legal. (Nobody is going to rob a bank if half the people in there have guns)
Drugs will be legal as well. If you're going to be retarded and take drugs, that's fine by me.

If you are a male, you're allowed to contact the government and tell them what-for, as they will read it, talk about it, and contact you back.

All races shall be equal. Any racists will be immediately a level 1. (Talking about white supremacists and all that)



With all these qualities, a utopia shall be made.
