Thats because you didn't rank up to the rank to use it, they show you what rank you have to be to use it XD

You can't get them for now.

Don't use locked weapons.
Just level up to get it or wait until it comes out. If you use locked weapon they will just demote you or ban you, then your going to bitch about it.
