Why is this considered hacking and not cheating?

Why is game cheating considered actual hacking?

because once you get into modifying the code it is considered hacking.
cheating would be pressing up up down down left right left right for godmode.

This was the old version of hacking. Now it also refers to (black hat) hackers, people who illegal gain access somewhere and other (white hat) hackers. etc...

but this! just seems.... silly.
