Likely because it's based on the recent Unreal 3 engine, and thus the files have to be big.
Why does A.V.A take so fucking long to update.

They use Unreal Engine 3?
Didn't they use that before?

they've always used it, that's why the updates and downloads take so long.
Protip: I'm not trying to plug Steam or anything, but when I heard AVA was available for Steam and I downloaded it, it took about an hour to download/install/be ready to play. It could take 4 times as long to do it through Ijji. If you honestly don't want to be arsed with it all, you could try using Steam.

Do I have to pay for it with Steam?

No, Steam's a completely free platform. You're only forced to pay for games that are retail. Games like Team Fortress 2, Half Life, etc. Valve only just started hosting Free to play games on Steam, AVA being one of the launch titles for it.
