that has too many effects, and i'm glad your working on these but too mush smudge then filters ...
try a little more time with these and a LOT more handy work. make suse not to over do it, i'm sure those things that are blueish in the BG are supposed to be lights and all but really too much ....

As for the rest of the sig/picture whatever:
Lost its quality in the over abundance of filters you applied. Would look a lot better if you lost a lot of those filters.
