i have the hd 5550 which is a low-middle end card, i run it overclocked and i get decent frames on a athlon triple core 3.0ghz. a buddy of mine has a pentium 4 with hyperthreading 3.2 ghz and at the time had a geforce 8400gs, which has lower specs than the 4650. it ran decent at lower resolutions like 1024x768. but ideally you want at least a dual core, 2gb of ram or so and a decent video card, which 4650 is, even if it old.
I own that EXACT card, and EXACT processor. I got Call of Duty: Black Ops and BF:BC2. I can't even run Black Ops, lags at about 23 FPS. And BO is less graphical intense and resource hungry.Saying that, you won't be able to play BF:BC2 without MAJOR lag and you probably won't be able to even get past the start screen. You need a better processor, MUCH better, I would recommend to at least get the Intel Core 2 Duo. The i3, i5, and i7 would be the best choice here though.

The graphics card is fine, if you want a higher fps, try lowering in-game settings.
