sounds more like you. lol just to point it out.
If he's 14, and scrawny don't do workouts yet. wait until he builds more fat to work those muscles over... maybe when he reaches 16 or 17, for now he should just be jogging to keep in shape and hope he naturally gets a bit thicker in a few year, then worry about muscles. 115 lbs seems light for a 5"5 .... i'm 5"8 and 140, not fat or skinny.

If you're looking to get in shape, get cut up, or get big, don't you fucking dare eat less.
Working out requires energy, which comes from the food that you eat. In terms of food consumption, I recommend 5 meals a day (before you shit yourself, when I say a meal, I don't mean your usual Thanksgiving feast; one sandwich is a meal). Stay away from fatty foods/drinks, especially sodas, as people tend to drink a lot of those in small periods and they have a lot of extra sugars and bad carbs in them that you don't need and will tire you out in your workout. Go for things with natural sugars like fruit in your in-between meals, and eat meats for big meals for protein/carbs to help you bulk up.

Get a bench, start off with 60lbs and see where he goes from there, situps, pushups, cardio, etc. as said before.
