There is no "Program" To make hacks.
Most hacks are coded in C++. They can also be coded in:
- ASM
- Delphi
- VB
- C#
You will need a compiler. Use Visual Studio.
This Thread will help you get started.

Well, if you don't use C++.
You wont get much help rofl.
Only 1 member here will help you if you code hacks in Delphi. And even then, he's not very active.
You will need to know alot of the language to be able to make your first hack from scratch
