It's dec/char, kind of an obvious first layer. But from there I'm clueless.

What I got: Cmg esn mnw omnht FSL ummx rpz

I'm ASSUMING that the capitalization is done on purpose, and the three caps are either VIP, WIN, WON, or something along those lines and working myself backwards from there. Something tells me I'm doing it wrong.

2/4 layers complete. The first layer was just restructuring those numbers to look like an IP address.
