How i put a GIF image in my avatar like a moving image because when i upload the image it stays like frozen

i download it from a website and it started downloading as .jpeg and i put .gif. then i go to "Edit your avatar" and i upload from my desktop .gif image and the image dont move

If a gif gets resized only the first frame is kept... make sure it's within the size restrictions for your member group.
