IF that law gets aprooved you either have to get the servers to non mediated law´s land or get the server´s airborn or seaworthy and you must have your own private network since all network companys you hire will be zelously watching you actions.
Furthermore any person triyng to acess the website would also need a private network so not to be "permanantly banned" from the internet...
