I don't believe he's hacking. He's snapping every time because he plays on a high sensitivity. You can see that whenever he walks, he is so twitchy, not just when he snipes.

He doesn't only twitch. Look at how fast he moves with an L9. Even with maxed speed gear it wont make you run like hacks.

Just to put this out there he was banned for Power Leveling, not hacking. I can almost guarantee you though he was and still does hack.
