I really enjoyed reading this story
So today I heard from my little brother that he got his phone stolen a couple of days ago on Thursday, and he said that it must've fell out of his pocket while getting off the bus, because he was using it on the bus and when he got off and checked his pocket, it was gone, so he chased down the bus for 2 blocks, only with a failure to stop the bus and when he asked the bus driver the next day, he hadn't seen it. His phone is Incredible 2 and he had phone searching app just in case this happened and we found out today the person who took the phone had hard reset it, because he tried to track it down and it wasn't allowing him to do so, as well as trying the day before and finding the phone had ran out of battery. I tried to text my number to it hoping that it was a nice person and would call me back so that we could get it back, but no reply. And then just now we tried calling it and he didn't pick it up, but then 5 seconds later, we got a call back from the person (presumably Mexican-with thick accent) saying that it was his phone and he had bought it. That made me so angry, and we told him that we would call the cops on him (we were obviously not going to do that, we just said it to scare him into giving us the phone back) but he said he didn't care (fucking mexican asshole, no offense to other mexicans out there, but this one especially made me want to rip his limb from limb, and his remains would never be found. Why? Because I'm going to swallow every last bit). And also, my brother has not informed my parents of this yet, because he was afraid and I'll have to tell them. At this point, I do not see any light in finding the phone and it will probably lead to us disconnecting the phone from our line, because I'm afraid that he will charge our accounts with shits, but disconnecting it would mean that we will never have any chance in finding it.
Is there anything the cops can do if we inform them of missing phone, or do we not have any chance at finding this, because that's a lot of money down the drain. I really hope the person who stole it would give the phone back to us, but we have no clue who this person is.

The cops can do something, but I honestly have no idea what. Ive heard plenty of accounts, (and personal experiences) of phones that have been stolen being recovered.
Why don't you just call the cops? Obviously it is still linked to your brother's phone number. Case closed.

You could try.
I think (not saying I'm 100% sure) the police would be able to use the cell phone number to track down the location of where your phone is at. You'd also have to prove that the phone number registered on that phone is yours... So through the account the phone is registered on.
I also think that you should tell your parents. They'd probably get super mad that the phone is lost, but they'd probably help you and your brother get it back. Don't keep stuff like this secret for a long time because if they do find out by themselves, then it probably won't go well.

thats what i told my brother, he shouldve informed us the day it happened so that my parents could call the school and ask the bus driver and track down who was on the bus that day, because my brother rides late bus since he has a 7th hour and they keep a list of who goes on the bus that day, because they can't just get on a bus without a pass. Ill tell them right now and hopefully we can report this to the cops first thing tomorrow.

Holy fuck. Just tell your parents, call the cops, give proof that the phone number belongs to your brother or your parents in case it's under their name. They track down the call. Boom. Case closed, Sherlock. But really, if you happen to see the guy who stole your little brother's phone- for the sake of being a good brother -beat the fuck out of him.
God is great, beer is good, and people are crazy.
Call the cops, they will definitely do something about it.
Tell your parents and get them to cancel the plan. Then call the cops.
In the end, it's not going to matter how many breaths you took, but how many moments took your breath away.
