Can i unlock Elite Title and Emblems seperatly?

No, but you can set emblems / titles in the editor

I installed .net 4 version yesterday, is it because of that?

I will fix the killstreaks thingy and I found the weapon lv31 address, now only have to find the right bytes.
But since I'm concentrating on learning C++ I will be paying less attention to these threads.

Your Specialist Killstreak doesn't work, it worked a few patches ago but not this one. It's still 2-4-6 instead of 1-2-3. Otherwise everything else works fine.
