They most likely meant breaking into their servers etc. The "hacking" done here is, afaik, limited to local client memory editing and the such. Also sharing tools to perform DDoS attacks and the such is not illegal itself, the tools aren't inherently illegal.

If you're talking about the CA hack that crashes games or w/e, I dunno how it works. I'm assuming that, as it crashes only specific games, Nexon's server isn't the one being attacked, if it works by dos-ing at all You would have to ask a CA coder for more details tbh.
