He probably hasn't. Judging by the last line, it's probably a metaphor that has been roughly translated from a different language.

At least hes trying. It's hard to fully communicate ideas using babelfish with simple minded words as he's using here. The more complex you sound, the worse of a translation. It's a fine art balancing between the two.
