I can tell you my way.

1.pick a .dtx file with 128kb and open it in photshop.then drag your bigger .dtx file on it,and press "save as...", finished

lol.. just open/edit it, then click save as . pick mipmap levels:1 and S3TC DTX1 (8:1) now it shuld have same or smaller size.
