Why is an LTC 5 with 1.5M gp worth less than my Maj 4 with 250k gp? The perms are about the same...

Ok, so lieutenant colonel 5 (LTC5) accounts which require 3,140,000 exp are worth less than a Major 4 which only requires 1,838,000 exp...? Sounds like the government... o.O
